| Cathy McDowell, a former ACC student and graduate of Skidmore College's Universiy Without Walls, has studied the criminal justice system and worked in three New York State prisons. She is an advocate of restorative justice practices and was a contributor to North Country Public Radio's award winning "Balancing Justice Series."
